Ten weeks into a 120-day moratorium on modular housing in Sylva's most restricted residential areas, town planners will grapple with their definition of modular housing during a 2 p.m. meeting Tuesday, Jan. 28.
Sylva officials enacted the moratorium Oct. 31 after a group of Possum Holler residents submitted a petition objecting to the planned construction of several modular homes that residents say resemble doublewide trailers. Possum Holler, which is bounded by Morris and King streets, is zoned R-1, a classification that prohibits mobile homes but allows modular housing. Neighbors object to the appearance of a modular home built last year by Morris Street residents Jack and Marian Garrett because it has the appearance of a doublewide trailer, which would not be allowed in an R-1 district. The Garretts have a permit to construct one additional modular home. Town board members enacted the moratorium to allow time for the planning board to revisit the issue and refine the description of the types of modular homes permitted in R-1 districts. Sylva zoning administrator Jim Aust said Tuesday that the planning board is expected to have a recommendation for Sylva's town board before its Thursday, Feb. 7, session. The moratorium, which expires at the end of February, will likely be extended to allow time for a change to the town's zoning ordinance, Aust said. |
