PUBLIC HEARING
The Town of Sylva Board of Commissioners will hold a public hearing concerning a Zoning Ordinance Amendment application on September 6, 2007 at 7:00 p.m. in Municipal Hall, 83 Allen Street, Sylva, NC. The purpose of the hearing is to receive public comment on a proposed amendment to the number of habitable stories and height of buildings in the B-2/3 Business District. The application, submitted by TJ Investments Group, LLC, is requesting to build a four habitable story Sleep Inn hotel with a roof ridge line at 58 feet, 8 inches with a 15 foot by 24 foot tower on the gable roof for a maximum of 74 feet 8 inches. PUBLIC HEARING
On September 6, 2007 at 7:00 p.m. in Municipal Hall, 83 Allen Street, Sylva, NC; the Town of Sylva Board of Commissioners will hold a public hearing session as an agenda item on the question of Extra-territorial Jurisdiction (ETJ) of properties immediate to the existing corporate limits pursuant to North Carolina General Statute 160A-360. The Town of Sylva Board of Commissioners has determined that it land use and planning jurisdiction be extended to an area South of the current corporate limit along Savannah Drive and Yellowbird Branch Road, which is more particularly described on Exhibit "A" attached hereto and made a part hereof. Current existing and projected urban development in this area is of critical concern to the Town of Sylva, as shown by the Town's Smart Growth Master Plan and should therefore be included within the Town's land use and planning jurisdiction as provided for in G.S. 160A-360. All affected property owners shall be and was notified by USPS First Class mail of the proposed action on August 6, 2007. This discharge may affect future allocations in this portion of Trout Creek.
Trillium Links & Village, LLC [1 Trillium Center, Cashiers, NC 28717] has applied for renewal of permit NC0059200 to discharge treated domestic wastewater. This facility discharges to an unnamed tributary to Hurricane Creek in the Little Tennessee River Basin. Currently, BOD, total suspended solids, ammonia nitrogen, fecal coliform, dissolved oxygen and total residual chlorine are water quality limited. This discharge may affect future allocations in this portion of Hurricane Creek.
Whiteside Estates, Inc. [P.O. Box 100, Highlands, NC 28741] has applied for renewal of permit NC0075736 for its for its proposed WWTP in County. This permitted facility, if constructed, would discharge treated domestic wastewater to Grassy Camp Creek in the Little Tennessee River Basin. HOUSING DISCRIMINATION IS AGAINST THE LAW IN NORTH CAROLINA
The North Carolina Fair Housing Act makes it illegal to discriminate the housing because of race, color, religion, sex, national origin, physical or mental handicaps, or family status (families with children). The law applies to the sale, rental and financing of residential housing. Apartments, houses, mobile homes and even vacant lots to be used for housing are covered by the Fair Housing Act. With a few exceptions, anyone who has control over residential property and real estate financing must obey the law. This includes rental managers, property owners, real estate agents, landlords, banks, developers, builders and individual homeowners who are selling or renting their property.
The law prohibits the following acts based on race, color, religion, sex, national origin, handicap or family status:
refusing to sell or rent housing;
lying about the availability of housing;
evicting someone from housing;
discrimination in the terms or conditions of housing, such as rent, security deposits, house sale prices, the use of facilities or financing.
Any person or persons wishing to file a complaint of housing discrimination in the county may do so by informing the county manager of the facts and circumstance of the alleged discriminatory acts or practice.
Upon receiving a housing discrimination complaint, the county manager shall acknowledge the complaint within ten (10) days in writing and inform the North Carolina Human Relations Commission about the Complaint.
The N.C. Human Relations Commission is a state government agency which enforces the Fair Housing Act. The commission will investigate your complaint to see if the law was broken. Most of the time, the commission can settle housing discrimination complaints quickly and easily. If it is necessary, the commission can take discrimination cases to a hearing or to court.

The county manager shall offer assistance to the commission in the investigation and reconciliation of all housing discrimination complaints which are based on events occurring in the county.
