Meadows remained in jail Monday under a $10,963 bond, Lillard said.
The vehicle’s driver, Melody Lynne Copeland, 19, of Franklin, was charged with driving while her license was revoked, fictitious registration, and giving fictitious information to a law enforcement officer, Lillard said.
She was released after posting $1,000 secured bond.
Officers with the Sylva Police Department assisted in the arrests.
