Law enforcement officials arrest seven on drug-related charges

Local law enforcement officers arrested seven individuals – including two who had just posted bail – on drug-related charges.

All the arrests were made since Feb. 28, said Capt. Steve Lillard of the Jackson County Sheriff’s Office.

Deputies nabbed Leeann Rose Kinsey, 21, of Pine Creek Road in Glenville and Jack Milton Kern, 19, of Big Burn Circle in Dillsboro March 4 at the Economy Inn in Sylva.

The two were also arrested on similar charges Feb. 21 and were out on bail, Lillard said.

Kinsey was charged with possession of drug paraphernalia, possession of marijuana, conspiracy to sell and deliver methamphetamine, maintaining a vehicle with the intent to sell/deliver meth, manufacture of meth and possession with intent to sell/deliver meth.

Charges against Kern were identical except that he was not charged with maintaining a vehicle with the intent to sell/deliver meth, Lillard said.

Kinsey was released from jail after posting a $15,000 bond; Kern remained in jail as of Tuesday, Lillard said. His bond was set at $12,000, Lillard said.

Four of the other five were nabbed as a result of traffic stops, Lillard said, including the March 1 arrest of a pair of suspects on Cope Creek Road.

The car’s driver, Michael Eugene Clark, 23, of Raymar Drive, Sylva, was charged with trafficking meth, maintaining a vehicle for a controlled substance, possession of meth, conspiracy to sell meth and possession of drug paraphernalia.

As of Tuesday, Clark remained in jail under a $13,000 bond, Lillard said.

Arrested with Clark was Andy Russell Parris, 27, of Eclipse Drive in Sylva. Charges filed against  him are identical to those filed against Clark, Lillard said, and Parris was released after posting $13,000 bail.

The other two suspects nabbed after vehicle stops are Vera Lynn Winneberger, 30, of Sergeant Loop, Sylva, and Russell Lee Franks, 23, of River Hills Drive, Sylva.

Winneberger was arrested March 2 on U.S. 441 South when officers noticed her parked car and determined she was acting in a suspicious manner, Lillard said.

She faces charges of possession of meth and possession of marijuana and has been released on a $5,000 bond, Lillard said.

Franks, who was taken into custody on Rodeo Drive in Cullowhee, is charged with possession of meth and possession of drug paraphernalia, Lillard said. He was released on a $5,000 bond.

The final suspect, James Davis Hughes, 33, was arrested after a search warrant was executed at his Monteith Branch home based on information supplied by a postal inspector.

Deputies found drug paraphernalia and 8 ounces of marijuana and 20 ounces of psilocybin mushrooms, Lillard said.

Hughes has been charged with possession of drug paraphernalia, maintaining a dwelling for the use of a controlled substance, possession with intent to manufacture, sell, deliver mushrooms, possession with intent to manufacture, sell, deliver marijuana, possession of mushrooms and possession of marijuana.

He was released on a $15,000 bond, Lillard said.
